Penny Maus

Penny Maus, Chief Executive Officer

Penny Maus founded propertyworx LLC to bring clarity, strategy and results to California’s real estate and land use projects.


Before starting propertyworx LLC, Penny served as Director of Real Estate & Airport Management for the City of San Diego, overseeing a portfolio of more than 1,600 properties across approximately 123,000 acres. She also held key roles at the Port of San Diego and managed corporate real estate for Petco and Jack in the Box.


With experience on both the public and private sides of the table, Penny bridges agency requirements and development goals with ease. Known for delivering results that exceed expectations, she brings leadership, insight and momentum to every project.

With more than 15 years of government experience, we bring first-hand insight into the complexities of publicly-owned assets. Our work includes: 


• Ground leases, amendments and extensions

• Redevelopment and development projects 

• Portfolio management and lease administration

• Solicitation (ie. NOA, RFQ, RFP) process, from drafting to selection

• Reviewing, analyzing and developing policy and administrative procedures

• Obtaining California Coastal Commission approvals

• Collaborating with the State of California Department of Housing and Community Development on implementation of the Surplus Land Act

propertyworx LLC has extensive knowledge and expertise in real estate and land use that we will leverage for you. With a proven track record of success, a few of Penny Maus' most notable projects are listed below.


City of San Diego:

• Led solicitation and selection processes for 48.5 acre Midway Rising redevelopment project, negotiated real estate agreements and served as the City's project lead

• Created 220 and preserved 514 affordable housing units

• Participated in statewide Surplus Land Act working group that resulted in updates to the legislation and informed the 2024 guidelines update

• Executed 99-year lease with San Diego Unified School District for San Diego High School and Balboa Stadium

• Oversaw lease for first in the nation childcare center exclusively for police officers and their families 

• Oversight of 550 acre redevelopment of Brown Field Municipal Airport

• Updated three City Council policies governing real estate


Port of San Diego:

• $25 million development of Portside Pier dining complex

• $15 million development of Coasterra restaurant

• $200 million redevelopment of San Diego Marriott Marquis & Marina

• $520 million land transfer for expansion of San Diego Convention Center

• $5 million Bay Tour Operator relocation and development

• Management of solicitation and selection processes for: 70 acre Central Embarcadero (Seaport Village) Redevelopment; Chula Vista RV Park Development (Costa Vista RV Resort); and, 44 acre East Harbor Island Redevelopment

Penny Maus was inducted into this honorary, invitation-only society in 2022 and joined the Board of Directors in 2023. She currently serves as Vice President.


Urban Land Institute
Penny has been a member since 2013 and is actively involved with the San Diego–Tijuana District Council. She chaired the Steering Committee for the Council's Inaugural Housing Summit and currently serves on the Management Committee, Co-Chairs the Programs Committee, serves on the Advisory Board and is an Urban Plan Volunteer.


Commercial Real Estate Women (CREW) Network
Penny served on the Board of Directors for the San Diego chapter from 2020 to 2022.


Penny has also been invited multiple times to guest lecture at UC San Diego's Real Estate and Development program, offering insignts on real esate and land use strategy.
